Elevated to Junior Representative for Naboo in the Galactic Senate, he was serving in Senator Amidala's place in 22 BBY when he proposed granting Supreme Chancellor Palpatine emergency powers — the motion that created the Grand Army of the Republic and set the Republic on the path to becoming the Galactic Empire.
